Tri-Partnership Off-Site Traffic Impact Study Improvements
The project consists of the Tri-Partnership’s responsibility for off-site improvements in accordance with the Lewiston East Orchards Master Traffic Impact Study (TIS) dated April 2018. The Tri-Partnership includes Lewiston Independent School District No. 1, Lewis-Clark State College, and City of Lewiston (aka Tri-Partners, Party, Parties, Owner). The off-site improvements include the following: 1. Warner Avenue, 10th to 13th Street: Widening to 20 feet each side of centerline where no curb exists, including curb and gutter, driveway approaches and ADA ramps. 2. 10th Street, Park Avenue to Stewart: Widening to 20 feet west of centerline including curb, gutter, sidewalk, driveway approaches and catch basins directing water to eastern side ditch. Widening to accommodate turn lanes on eastern side of 10th (no curb, gutter, or sidewalk) at intersection of Preston Avenue and Stewart Avenue only. 3. Warner Avenue and 10th Street Intersection improvements including modifications to striping/length of turn bay, signage, painted cross walk installation, and ADA ramp connections/ sidewalk connection. 4. Pedestrian crossings at 4 intersections including RRFB (rapid red flashing beacon), striping and signage.
