Professional Services for Master Planning of Central Business District - Pullman

The City of Pullman is a thriving community in Eastern Washington with a current population estimated at 33,730. Two state highways intersect in downtown Pullman. The City is the home of Washington State University (WSU) and Schweitzer Engineering Laboratories. It also has an engaged downtown business community. A large mixed-use project, Evolve on Main, has just been completed, adding a larger residential population to the downtown core. The City of Pullman operates Pullman Transit providing fixed route and dial-a-ride services within city limits. Project elements of a downtown visioning process should include the following components: walkability, accessibility, multi-modal, connection to city trail systems and WSU, streetscape alternatives, public spaces/pedestrian mall concepts, small cell infrastructure, street lighting and outlets for tree lighting, parking analysis. An emphasis will be on streetscape enhancement including existing and future public spaces. The consultant will be expected to work closely with city staff and other stakeholders during preparation of the plan.
